The one who obtains the highest title of Dragon Rise Celestial Venerable can command the Four Gods and Eight Clans on the list, and directly decide the next Dragon Ranking roster. Ye Qing, the current Dragon Rise Celestial Venerable who hides from the world, investigates incognito to draft the list for the next banquet.
